Mr. Gerry Barclay,
Mr. Barclay has remarkable experience in insurance product development. He introduced to Glacier National Insurance Co. an easy-issue accident and illness plus hospital indemnity policy. He later introduced to Glacier National Insurance Co. an easy issue life policy which paid double the face value if death was a result of a heart attack or stroke and triple the face value if death was a result of cancer. However, he is best known for having first introduced, in 1992, a long term care (LTC) insurance policy in Canada, including statistical and actuarial studies. Westbury Life which introduced the product was later purchased by RBC Life Insurance.
With his vast experience in selling long term care policies, Mr. Barclay has now developed, along with the Health Cost Solutions’ team, a new generation of LTC insurance policies to fit better the members needs of Canadian organizations such as Groups, Corporations, Unions, Associations or Chambers.
Mr. Barclay has been in the insurance business since 1970 as a salesman selling Accident and Illness insurance in the Disability Division for Combined Insurance Co., an American insurance carrier based in Chicago. After a rapid series of promotion, he became the provincial sales manager of Ontario and then the provincial sales manager of British Columbia. In 1984, Mr. Barclay established sucessfully his own insurance brokerage in Ontario: G.L. Barclay Insurance Inc. In addition to selling life, LTC and disability insurance, he also held a General Insurance licence until 2009.
Dr. Michel Lacerte, MDCM, M.Sc., FRCPC, CCRC, DESS, MCVP
Dr. Michel Lacerte is currently an Associate Professor with the Department of Physical Medicine & Rehabilitation at the University of Western Ontario (UWO), Schulich School of Medicine and Dentistry; and Associate Director of the Insurance Medicine and Medicolegal Expertise Diploma Program at the Université de Montréal. He is the founder of the Canadian Society of Medical Evaluators.
As a disability management and managed care policy consultant, he has worked with multiple public and private agencies, employers and workers’ groups, both nationally and internationally. He has co-authored five books on medicolegal issues. His last textbook was on life care planning. His current research interest centers around causal analysis, long term care insurance and future care cost fraud prevention and loss control.
Dr. Michel Lacerte is a specialist in Physical Medicine and Rehabilitation, certified by the Royal College of Physicians and Surgeons of Canada and by the American Board of Physical Medicine and Rehabilitation. Dr. Lacerte graduated in Medicine from McGill University in Montréal in 1983 and pursued his PM&R specialty training at the Mayo Clinic in Rochester Minnesota. He then completed a Master of Science degree in Rehabilitation Medicine from the University of Washington in Seattle.

Mr. Mandlowitz is President of Mandlowitz Consulting and Paralegal Services (MCPS) which specializes in human resources and workplace matters including workers’ compensation, occupational health and safety, disability management, absence management, return to work programs, and education/training in current and emerging human resource issues. He has extensive experience in addressing employer’s issues through mediation, arbitration, collective agreements and policy development.
Mr. Jason Mandlowitz holds a Bachelor of Arts (Honours) degree from York University in Toronto and a Master of Arts degree from McMaster University in Hamilton. He is a licensed paralegal by the Law Society of Upper Canada and a management consultant with over 30 years of experience in business and program administration dealing with private and public sector clients. He is also a former executive director for the Ontario Ministry of Labor Office of the Employer Advisor.
